Introduction Our everyday actions and interactions can influence people in many ways especially to those people who need our attention and support to survive in society and to live happily. The position of immobilized people in a society is not as standardized as the status of other people is because they are considered inferior to other folks who are normal and mental sickness is one of the agonizing human states. She is not physically disabled rather mentally unfit and she is born ill-fated while this is also the main tragic flaw in her personality. In the end of the novel, she builds her confidence through the help of Hubert and as a result, she becomes able to see the world with a new glance and a new perspective. In this way, ethics have been shown in this novel because the ending of Addie Accident is justified as there is an element of moralization and confidence. Behaviors towards incapacity must be known as the consequence of scientists working inside a structure that has officially made true blue the relationship between an analyst on handicap and crippled individuals. Being a mentally crippled girl, she should have her own rights and values which may help her to cope with society. Similarly, mentally sick people like Addie need special care and attention. Every member of society should pay heed to such abnormal persons. They should not have been victimized of frustration, annoyance, depression and above all inferiority complex. She gets the blame for everything and it is not fair. Addies sister, Candice also hates her because she always creates chaos which is not her fault but due to her mental disability. It is said about her sister, everything embarrassed Candice, especially anything her younger sister did. (13) Candice and including everyone becomes to hate her, she scares people and kids steer clear, either of their own accord or because their parents order them to. Candice says to Addie, youre a magnet for accidents (17). Addie has her own special friends that no one else knows about. Friends she can pluck out of her head. Friends who love to play with her. Using her imagination is the only other thing apart from walking on her hands that Addie is good at. It is a place where shadows fall where they shouldnt where ripples move leaves when there is no breeze and where whisper fills empty spaces. It is the door to imagination land, where her imaginary friends live. As Shirley says in the book, This was her place! This was where imagination land existed. There were no adults, no teachers, no teasing kids or bullies like Georgina and Leah to pick on her. This was her very own world, complete with her very own sovereign. Enchantress Chu. (21) Addies friends are always keen to follow her in the adventurous schemes she makes. They never betray, never blame, never laugh, scoff or scold. And most special of all is that imagination land is a place where accidents are unheard of. Her imagination land makes her feel scummy. Her Miss Forrest says to her, There were two sides to a brain. There was the logical side and the dream side. You used the logical side for normal everyday use, but when you wrote stories you swapped over to the dream side because thats where your imagination lived. Addie used the dream side of her brain lots more than she used the logical side (23). Addies imagination is the source for producing ideas. No ideas and then there will be no imaginary friends. And without them, life is super lonely. But what she actually needs is a friend like herself, an accident-prone friend. One who will sympathize her and that sort of friend who will never desert her. Although it is much harder to imagine someone like herself. Then one day she encounters such friend in real life whose name is Hubert the hapless. Addie asks him, Whats hapless mean? And he says: Means unfortunate. Everything I touch turns bad. Im hopeless at everything. Everyones scared of me. Everyone hates me. Im forever in trouble. Always in the wrong place at the wrong time. (41) It is as he has described her but Addie does not believe this and questions Hubert whether he is really exist or he is mere her imagination. Upon this, Hubert says, Im Hubert the hapless. Your soul mate and Im like you. (41) Then both Addie and Hubert become friends. He informs her that soon they will get rid of their ill-luck by doing special kind of charms and Hubert says, We work together at curing ourselves. (50) In this way both prove therapeutic partners for each other. Hubert helps Addie in building her confidence so that she may live her life as she expected to live. Then Addie says to Hubert when they both finish their charm, I finally did something right. Everyone says Im brave (212). And then Hubert states, Things are different now. Ià ¢Ã¢â€š ¬Ã‚ ¦that is weà ¢Ã¢â€š ¬Ã‚ ¦can make decisions for ourselves. We dont need to blame everyone else for the trouble we get into. Weve learned to be responsible for our own actions. (213) later on both talk each other for a while and then Hubert begins to leave by saying, Now I can live in your imagination land forever (226). And then he disappears. As a result of all this, Addie gains her self-confidence and becomes a confident girl. And now her psychic disorder has been cured. Hospitality industry is a very broad industry.It is not always easy to define the hospitality industry.There are different criteria of defining it.One of the way of defining hospitality industry is by using Standard Industrial Classification(SIC) which was founded in United Kingdom in 1948.It defined the hospitality industry under the 1968 classification, as Establishments (whether or not licensed for the sale of intoxicating liquors)providing meals, light refreshments, drink or accommodation. (jones, 2002).Hospitality industry is defined as hotel, motels, inns or such businesses that provides transitional or short-term lodging, with or without food.(Businessdictionary.com). Both definition suggests that hospitality industry is the industry which provide food and accommodation to the guest.Hospitality industry is made up of two distinct services- provision of overnight accommodation for people staying away from home, and the provision of sustenance for people eating away from home or not preparing their own meals. (jones, 2002). British Hospitality: Trends Developments 2010 which was published today has revealed that, despite the recession, the UK hotel industry is continuing to expand, with over 10,400 rooms opening in 2010 and a further 43,000 planned for the period 2011-2015.(British Hospitality Association,14/11/2010).The hotel industry is flourishing every year.Moreover, the tourist coming to the UK especially London is never stopping.The amount spent by overseas visitors to the UK rose by 15.9% during July 2010   to  £1.96b, compared with  £1.69b during the same month of 2009, according to the Governments latest Overseas Travel and Tourism figures. The number of overseas visits to the UK increased by 4.9% to 3.24 million during this period, compared with 3.1 million in July 2010.(Caterersearch.com).By looking at the figures above we can say that it is secure and safe to invest in the hotel industry. There are various sectors in the accommodation where businessman can invest.They can invest in different types of chain hotels, business and conference hotel,budget hotels, boutique hotels, motels,lodges etc.They can invest in the existing property or build up hotels by themselves.If they invest in chain and popular hotels they may save the time and money for the advertisements and promotions.Budget hotels are also getting popular nowadays because of the low disposable income.People want to spend less money and get good facilities and service.Moreover, they can also construct a new hotel by themselves where they can be the sole owner and can have control over the profit and loss of the business.Business people can also buy the franchising license or do the management contracting. Scale, scope and diversity The hospitality is one of the largest and fastest growing industry in the world. There are just over 46,000 hotels and guest houses in the UK, and the hotel industry remains a significant sector of the economy, with an annual turnover of around  £40billion (Trends Statistics, 2008, British Hospitality Association). According to the British Hospitality Association, the industry is made up of about 127,000 properties and employs a workforce of 1.6 million people.It is very large and diverse industry.It is the third largest company that provides employment. The scope of the UK hospitality industry is very big.There are different commercial sector like hotels, restaurants, fast food outlets, takeaways, motels, hostels, pubs, clubs etc whereas the welfare sector like educational institutions, halls of residence, hospitals, old age homes, prisons etc.Many tourists are coming to the country every year as the london is popular city around the world.We can find many big hotels in london in order to accommodate large no. of tourists every night.Therefore large no. of workforce is required in order to run such hotels which creates millions of jobs. The hospitality industry is very diverse due to the innovation, ownership, classification and grading system, level of service, leisure facilities, future trends etc.There are different types of hotel which provide standard services to the guest.The hotel now not only provide the food and accommodation but also provides facilities like internet, gymnasium, swimming pool, sauna bath, jacuzzi, night clubs, shops, hair and beauty salons, laundry, car parking, conference and meeting rooms etc.The ownership and classification of hotel grading system also make it diverse.There are different type of ownership and management style like sole owner, partnership, public limited company and private limited company.The grading system of hotel by rating with stars from 1 to 5 level according to the level of service they provide to their guest. Food service is also one of the important facilities provided by the hotel.The facilities provided by the hotel depends upon the type of the hotel.There are one or many restaurants in a hotel.The restaurant provide different type of facilities like ala carte menu, buffet service, bar menu, catered service, room service etc.Nowadays we can usually find a restaurant in every hotel.Thus, food service is one of the important sector of the hotel industry. Another important sector of the hotel industry is entertainment.Different types of guest come to the hotel some of them are business people, leisure guest, holiday makers etc.Leisure guest and holiday makers are travelling fully for the purpose of entertainment.They want to utilise their holidays and enjoy a lot.Therefore, the hotel should provide entertainment facilities like night clubs, bars, themed parties, casinos, swimming pools, sauna and jacuzzi, sports facilities etc.They should arrange the indoor activities so that the guest dont need to go outside searching such facilities. Organisational Structure Organistaional structure is the relationhsip between the people and different departments of an organisation.Different organisations have different organisational structure.Some organisations have tall structure whereas some have flat structures.Tall organisational structure is in mainly found in large organisations such as hotels which consists of different levels of staff from the managers to the workers whereas the flat organisational structure do not have many level of staff.For e.g. in a flat stucture of a restaurant an owner can be the manager and the chef as well.The organisation is divided in two different parts front of the house and the back of the house.Front of the house are the departments like food and beverage, accommodation, conference and banqueting etc whereas back of the house are the departments like finance , food preparation areas, and the areas not seen by the guest. In the accommodation sector you can find different types of ownership and the structure.Mostly two types of ownership are popular in the hospitality industry.They are sole ownership or the franchised.Sole ownership means opening hotel by yourself without taking any financial help from other except loans.The advantage of this type of organisation is that the owner have sole access to the profit and can make the hotel according to his ideas and concepts whereas the disadvantage is that you have to bear all the lossess of the business and may not have full support as those of chain hotels.In this type of ownership the owner will have direct control over the business. The hotel can be chain hotel or franchised and it can also be the partnership or limited companies.You can directly own a hotel in the chain or can get it be franchised.You can invest in a chain hotel where you can be a part of renowned chain whereas in franchise system of ownership you need to pay the franchisor a royalty fee in order to operate the business.In this type of ownership one can save the expense of marketing and promotions as it is already well known by the public.Moreover you will be also less affected by ups and downs in the business as you are part of a chain. Both of the above mentioned ownership and management style is popular in the hotel industry.The solely owned hotel should be more promoted in the market as everybody do not know more about the hotel.They should try to be unique by offering wide range and standard services so that guest would be lured to come back again and refer it to other guests.On the other hand the chain hotel should try to maintain their standards as compared to the other chain hotels so that the guest would feel the same standard of service like in any other chain hotel. Contemporary issues The hospitality industry is facing many contemporary issues in todays world.There are lot of managerial and operational issue in the hospitality industry.Some of the operating issues are standard operating procedure, food and safety, employee expectations, flexible working, socio- cultural issues, recruitment and retention, e-commerce etc whereas the managerial issue are key players in the hospitality industry, international aspects, marketing considerations, education and training providers, media issues etc. One of the important managerial issue in the accommodation sector is to identify the key players in the industry.There are lot of big brands who are leading in the market.So, you need to identify who are the key players and see how they manage their organisation in order to achieve their goals and objectives.Therefore, in order to remain competitive with such organisations you need to focus on the marketing strategy and providing good service to the guest.You should monitor the things happening around the organisation and should manage the staff properly in order to increase the level of output.Todays world is filled with competition so in order to be in the line you should try to focus on the staff management because if the staff is happy then only the organisation can achieve their goal.The guest judge the hotel by the level of service they provide and the facilities they offer so it is very important to provide quality of service to the guest. Another important operational issue in the accommodation sector is standard operating procedure. A standard operating procedure is a company wide formalised structure to handle specific operational activities. (operating procedure from ibis) .It helps to improve the quality and the speed of a particular operational procedure.For example booking of hotels can be done through internet.It will be easy for the guest to book the room on internet.They dont need to waste their time by calling the hotel and asking the receptionist for all the details.It is will be also easy for them if they need to make any changes for their booking.Moreover, the receptionist also can utilise their time by doing other important work instead of handling the telephone calls. Stalin ruled Russia from the late 1920s until his death in 1953. There were a number of reasons why he was able to hold on to power. These reasons include Purges, Secret Police, Stalin?s economic policies and Propaganda and cult of the personality. One important reason was the great purges, which lasted from 1934-38. To purge means to cleanse, to get rid of. During this period many Russians- in the Communist part, the army, the arts and sciences, and many other walks of life-were arrested and mainly shot or sent to labour camps. He used the purges to get rid of anyone who was against him in the communist party. Zinoviev and Kamenev were killed and so were many others. He believed that getting rid of them gave him a much better chance of being able to keep hold of power. Stalin once said: "Death solves all problems. No man, no problem." They were all put on trial and the whole world listened to what they called as a show trial on the radio. Lots of people were put on public show trials at which they pleaded guilty to incredible crimes they could never have done. Getting confessions were important because it showed to the world that the state and Stalin were right. Stalin believed that Russia had to be united ? with him as leade r ? if it was to be strong. The purges wouldn?t be possible without the secret police. The secret police were used to mainly scare people, so that they would never think anything bad about Stalin. If someone said one thing bad about him, then you could be guaranteed that the secret police would take you to one of the labour camps. The secret police were called the NKVD. The use of the secret police was so that everyone would be scared of saying anything bad about Stalin. That way it seemed as though everyone liked him, he would be able to keep control of the Soviet Union for much longer. Propaganda is a joined set of messages aimed at influencing the opinions or behaviours of large numbers of people. Stalin?s propaganda was used to make people see that he was the only right person for the leader of the USSR.

A Comparison Between Adolf Hitler and Benito Mussolini There is no doubt that Adolf Hitler and Benito Mussolini shared many similar characteristics. They shared movements that were typical of National Socialism: they adopted a radical nationalism, militaristic hierarchies, violence, the cult of charismatic leadership, contempt for individual liberties and civil rights, an anti-democratic and anti-socialist orientation, and a refusal to socialize industries. Hitler and Mussolini looked upon the new form of government, which was Totalitarianism. This form of government means there is only one leader to make decisions and thus they killed or jailed all opponents. Mussolini and Hitler used this form of government after World War One to make their countries into world powers. Perhaps the most obvious similarity would be the path they took to power. In parliament Hitler and Mussolini gathered small groups of followers they would use to bully voters, Hitler’s SS and SA and Mussolini’s Brown Shirts. The point of these behind these parties was that they both expressed what voters wanted to hear. They spoke of greater job opportunities and rejuvenation of their countries. Hitler and Mussolini used violent propaganda to increase social struggle everywhere in their countries. The polarization of the society produced by this violent behavior benefited the fascist parties. Both leaders used their political strength to impose conditions on their people. Both Hitler and Mussolini were finally given the opportunity to form a government and carried out their election promises. Their ruling of power came about to be so similar because of their similar roads to power. Here we see some differences in the way Hitler and Mussolini actually came to power. Mussolini encountered many forms of resistance and had to co-exist with other competitors for power, such as the Italian monarchy and rivals even inside his own party. Hitler proved very strong right from the beginning and he brought his plans very nearly to completion, controlling the party and the country much more thoroughly than Mussolini could. The goals of these two leaders were also very alike because of their fascist ideas. Hitler had similar beliefs about the role of women in a Nazi society but he never tried to force them to stay home, indeed, he supported their participation in industrial production. Hitler’s rule was cold and calculating, his only joys were the tramping of military boots in Nazi parades and the huge applause at Nazi rallies. On the other hand Mussolini tried to appear o his people as a â€Å"superman†. It is true that the Italian dictatorship was more conservative in its application than that of Hitler’s reign of terror. But, both the fascist ideas and rulings of these two leaders proved to have some similarities worth mentioning. Both leaders left their countries with an economic and social debt to the Allies, which is still strong in the minds of many older members of the community.

These 10 characteristics of a good transition leader ensure that change is implemented successfully and that major obstacles and resistances to change are minimized.The Roles of Transition Leaders In addition to these characteristics, transition leaders must play a number of roles in order for organizational changes to be successful. Since transition leaders are responsible for directly influencing the outcome of IT and process change implementations, successful change requires that transition leaders assume different roles. In general, transition leaders have four primary roles: catalyst, system and process helper, solution giver/gatherer, and resource linker. This involves instilling a sense of urgency and purpose for the change and overcoming organizational inertia. Once the need for change has been recognized by the organization and change initiatives are created, it is the t ransition leader’s responsibility to ensure that the organization is assimilated into the process and IT changes that ensue. This involves understanding the process and IT changes, the impact these changes have on jobs and policies, and effectively communicating these changes to the individuals impacted. The tasks performed by the System and Process Helper helps permeate the required change throughout the organization.The third role that a transition leader plays is that of Solution Giver and Gatherer. This role is needed to identify and resolve issues that may hinder the success of the implemented change. In particular, the Solution Giver and Gatherer will promote the use of an issues resolution mechanism, provide solutions that benefit the entire organization, and assist in the development and implementation of solutions. In addition, an important element is the need for leaders to listen to suggestions and provide feedback and recognition when appropriate.As discussed abov e, effective transition leaders communicate, provide feedback, and celebrate small wins, which is important to inspiring and motivating project teams. The final role of a successful transition leader is that of Resource Linker. This role involves the more traditional management like delegating tasks, and most experienced managers are capable in this arena. In short, the Resource Linker brings people and resources together, recognizes resource constraints, leverages skills and resources across site locations, and acts as a communications link between resources.This role is important, but it is the three roles described above that most managers overlook when implementing change initiatives. How To Manage People Through Change When incorporating change in an organization, it is useful for transition leaders to understand how change impacts people and how to minimize the negative reactions to change. All successful change initiatives follow a similar pattern or sequence. The first step consists of â€Å"unfreezing† the current way of doing things. This is the phase in the project where the burning platform for change is realized and the vision for a new way of operating is created.The second phase of change begins when it is time to begin energizing the workforce by involving more and more people in the change process so as to begin building ownership over the final outcome. This is also the point where it is critical to identify and secure early project wins. Ensuring that the right resources are provided for achieving early milestones will ensure that the project is perceived as a success. The third phase of the change process consists of building the infrastructure (i. e. , job and organization designs) required to make the change successful.For example, if the technology changes are intended to automate processes that were previously done manually, changes to job designs will be required. The final phase consists of a series of activities aimed at measu ring results and identifying lingering gaps and issues that need to be addressed in order to achieve the project’s intended benefits. While the above phases outline the sequence that change initiatives normally follow, there are three corresponding phases that describe the psychological experiences that people have when affected by change. These come from William Bridges’ book Managing Transitions (1991).The first phase is called â€Å"Letting Go. † This is the time when employees will begin to understand that things are changing, and that in the near future they will be challenged with letting go of the old way of doing things. This may include letting go of old ways of working, relationships, feelings of competence, etc. The second psychological phase, the â€Å"Neutral Zone† is the difficult period when the work is done to implement change and the transition from the old way to the new way begins. Trying to handle implementation and balance the transit ions may make this period the most difficult period of change to manage.The last psychological phase is what Bridges refers to as the â€Å"New Beginning. † This occurs when changes have been fully implemented and expectations for people to change the way they work are realized. Each of the phases described above consist of many people-related challenges, and there are many specific strategies for helping to manage people through these phases. Some of the important critical success factors for managing change are the following: †¢ Identify potential barriers or risk factors that will inhibit success, and create action plans to address them appropriately. Use written and face-to-face communication to help people understand the what, why, and how of change. †¢ Identify opportunities to involve large numbers of employees in the change process; research shows that there is a correlation between involvement and commitment. †¢ Seek to understand and manage individual and team level resistance.†¢ Listen to your employees, acknowledge their losses, show empathy, strive to reduce their stress levels. †¢ Recognize and reward behaviors that support achievement of intended goals. †¢ Systematically analyze the impacts change will have on corporate policies, individual jobs, and organizational structure. Ensure that employees receive sufficient training and the other on-the-job resources necessary to raise people’s level of confidence. By addressing and incorporating these success factors into their management toolkits, effective transition leaders greatly increase the likelihood that their change initiatives will be successful. Conclusion Transition leadership, while often viewed as a â€Å"soft† or â€Å"touchy feely† issue not appropriate to geospatial managers, is clearly a relevant and critical issue to managing the changes that are inherent in organizations today.Even the most robust GIS package with the highes t benefits potential is meaningless if employees and key stakeholders do not effectively accept and adapt the changes to their everyday lives. By embracing the understanding of the impact that change has on employees, the role of transition leaders, and how to manage employees through change, managers will ensure that the changes stick and the anticipated benefits are realized.

Locke’s Second Treatise of Government Essay

Introduction In this essay, I would like to discuss Locke’s Second Treatise of Government section 131. This essay is divided into four parts. In the first part, I would like to interpret what Locke’s position is developed in section 131 and in the next part, I would like to discuss how Locke supports this position by tracing back to the origin of government. Then in the third part, I would like to point out some flaws in this position by arguing evidences provided by Locke to support his position. The last part of my essay is the conclusion. Locke’s Position in Section 131 In section 131, Locke explained that the ultimate aim of uniting a society is to protect the security and property of the people and developed the position that the society should never extend its power farther than the common good of citizens because its supreme power is originated from the consent of people. In a word, according to Locke, the society is obligated to secure their property and is limited by the consent of people. In order to prove the limits of the government, Locke traces back to the origin of government: why man is willing to give up his freedom and subject himself to the dominion of a commonwealth instead of staying in the state of nature where he has right to everything. Three Inconveniences in the State of Nature According to Locke, for a rational man, the reason why man is willing to surrender their rights, though man has right to do anything without being affected by the will of others within the law of nature in the state of nature is the uncertainty of his preservation. The enjoyment is unsafe. Because man is partial to his own interest and is lacking awareness of the law of nature ‘That being all equal and independent, no one ought to harm another in his life, health, liberty, or possessions’ (Chapter 2, Section 6) and there are probably continual invasions of others. As a result of this, there are three inconveniences under those circumstances. The first inconvenience is that there are no such established and well-known laws which can be used as the standard to judge what is right and what is wrong so that everyone is uncertain about their future and their property including their security, estate and possession etc. Or if there is a united society, The second one is that there is no popular and indifferent judge to rigidly distinguish between right and wrong by the established law. Everyone can be the judge himself in the state of nature, but they always tend to bias to themselves, their friends and families. The third one is that there is no power to ensure the punishment. In the state of nature, everyone has the right to punish whoever breaks the law of nature. According to Locke, it is executive power. But that may put them in a dangerous situation so that the punishment is hard to be carried out. The origin of the Government According to Locke, due to all these defects in the state of nature, people were thinking about uniting a commonwealth. Surrendering their rights to a sovereign which can use the supreme power to protect them is a remedy. The right of government comes from its subjects, and the government can never override them. Locke’s Solutions to Restrict the Power of the Government and My argument From my perspective, I think Locke’s position on the limits of government seems kind of idealistic. The biggest question is how citizens can ensure that after the government gains the supreme power, it does what it is expected to do as original intention. Political power has a character to expand itself. If there is no limit of power of the sovereign, even though he is a man who has a good virtue, it is still uncertain that he governs the society following the law without any extemporary decrees all the time. Hence, Locke provides three solutions to restrict the power of the government. There might be some fIaws in them. I would like discuss all of them below step by step. The first solution that Locke provides is that the government is limited by the law established by the consent of the majority. When the sovereign rules the state, he must obey the laws which made by the majority rather than govern it by his own will. â€Å"And so whoever has the legislative or supreme power of any commonwealth, is bound to govern by established standing laws, promulgated and known to the people, and not by extemporary decrees† (Chapter 9, Section 131) From my perspective, obviously there is no coercive power to guarantee that the government is run by the law except revolution (I will it discuss in the third point.) Moreover, it is also questionable whether there exists such kind of law which is able to represent the common good indeed. Even in our times when the legal system is more developed than the times when Locke lived, a large number of flaws can be found in our laws. Locke argues that laws can be updated. But no matter how up-to-date the law is, it still cannot cover everyone’s interest. The universal of controversy cannot be avoided as long as people are in the different situation. Locke himself admitted that when man enters into a society, he gives up his equality â€Å"when they enter into society, give up the equality†. (Chapter 9, Section 131) As there are different classes of citizens, they must have some different interests, which make them in different statuses of society. There is no contradiction unless there is no difference among people. Even that we are equal before the law, we cannot be protected by the laws equally. For instance, is a person is too poor to afford a lawyer, when his right is impaired, he cannot protect his right by law means and if a person has not studied laws, his property might be invaded without knowing it. If the inconvenience is caused by the ignorance, there is no distinct difference between the state of nature and the commonwealth. Furthermore, if there are conflicting interests between a person and the government, it will be in a dilemma. In this situation, if the person protects his own interest by law, interests of government will be impaired. And in the long run that may lead to the impairment of interests of more  people even include the first man who tried to protect his interests by law. Locke may argue that in his second method that he advocates the division of political power and that he divides supreme power into three: legislative, executive and foreign power. What the government has is just executive power. The parliament has right to making law. And the government is run by the law. How can it do beyond the law? Moreover, the legislative power which belongs to citizens is always higher than executive power. It is one of the greatest contributions of Locke that he advocates to make legislative and executive powers apart, but in comparison to three individual powers: legislative, executive powers and judicial review in political system today are employed, like the United State of America, It is not hard to find out the lack of judicial review in Locke’s theory. Locke only divided legislature and executive branches. It seems that the structure of the government created by Locke is less developed than that of today. Without judicial review, the balance of power is weaker. Even our modern society in which there judicial system exists, the administration tends to gain power from time to time. For example, under the circumstance that judicial review exists, it seems that the strength of the president becomes stronger and stronger in the US. Moreover, Locke thinks that legislature could be formed of not only representatives but also the noble or a single hereditary person who has an executive power. â€Å"Let us suppose then the legislative placed in the concurrence of three distinct persons. 1. A single hereditary person, having the constant, supreme, executive power, and with it the power of convoking and dissolving the other two within certain periods of time. 2. An assembly of hereditary nobility. 3. An assembly of representatives chosen, pro tempore, by the people.† (Chapter 16, Section 213) That weakens the strength of legislative further. Even though those two solutions cannot completely ensure the government is run in the right way, Locke provides the third solution that people can take back their rights that they gave to the government by revolution and transfer rights to another sovereign if the government breaks the law of  nature. However, another problem may rise. There is the limit of revolution that Locke provides. According to Locke, the revolution could be legimate only carried out by the majority. What if what the government did is just harmful to the interest of the minority? Can the government united with the majority benefit from the minority by abusing their rights? The only thing that they can do is bearing subject themselves under the exploit. I do not think that Locke himself would like to become one of the minority members in that situation. Sometimes the good of the majority is not necessary the good of the minority. That is also an action of beyond the common good. It can be imagined that the consequence of benefit from doing harm to a small group of people is no difference with a political system of tyranny. In conclusion, Locke supports his statement that the government can only do the common good and never override citizens by tracing back the origin of the government. Because of three inconveniences in the state of nature, people are willing to transfer their rights to a government. The right of government comes from the consent of people, so it can never extend farther. And Locke provides three means to limit the power of government. However, I suggest that there might be some difficulties to carry out these measures. There is no such coercive power to compel the government to play its role by laws. Furthermore, there is a doubt if such kind of laws representing the common good existing. And there is no judicial review to decide whether and when actions break the law. The action of revolutions does not working all the time. The rule of revolution Locke provided may be the legitimate basis of putting the minority in the tyranny of the majority. But in any case, Locke’s theory shows us the end of the society and the idea, the balance of power, and directs us to think about the way to improve the political system and make it more democratic.
